What are they making on corner of HWY 60 and the bypass??

The county has been pouring concrete and doing alot of digging on the site of the new picnic area and welcome sign. (On the old homesite on the corner of 60 and the bypass, NW corner)...
Any ideas???

I am pretty sure it is the old water mill that used to be next to the visitors center on the square.

I think it is called a Stamp Mill.
